An issue was resolved where employees could select the Servicemembers Civil Relief Act (SCRA) exemption on the Pennsylvania REV-419 tax form while also entering Pennsylvania as their resident state, which caused an invalid withholding configuration to be submitted.

What's changed?

The form now prevents the invalid combination of selecting the SCRA exemption alongside Pennsylvania as the State of Domicile. Since the SCRA exemption is only valid when an employee's legal residence is in a state other than Pennsylvania, Pennsylvania is no longer available as a State of Domicile option when the SCRA exemption is selected. This fix ensures employees complete the REV-419 with a valid withholding configuration, improving form accuracy and compliance.
